Here’s the truth:
The underground pet economy depends on advertising to survive.
The solution?
Limit pet advertisements to sellers who are:
Registered with the state
Have a valid sales tax ID
Provide veterinary health certificates
Will backyard breeders comply? Unlikely—and that’s exactly why it will work.
Because penalties wouldn’t target the breeders.
They’d target the platforms accepting unregistered ads.
That means:
No ads
No sales
No profit
Fewer intact animals contributing to overpopulation
Transparency in advertising = Real change.
By cutting off the pipeline for selling intact pets, we make adoption the most accessible, ethical, and common way to get a new pet.
The mission is possible.
But only if we stop letting the pet overpopulation crisis be driven by invisible sales and unchecked breeding.
